Referring to Sir Matthew Nathan's Despatch
No. 378 of the 22nd. October, 1904, I have the honour to state
that the emoluments provided for probationer nurses in the Medical Department have not proved sufficient to attract and to keep a suitable class of girl, local conditions being such that a girl of the type required finds greater inducements in stenography and general office work.

I am, however, of the opinion that it may
be possible to obtain and to keep suitable local candidates if the conditions of service are somewhat improved.

My recommendations to this and are shown in the Revised Conditions of Service attached, the differencer
between these and the existing Conditions of Service, also put up, being underlined in red. The expense will not be great, ar the staff of probationers numbers four only, while the ad- -vantages to be gained would, for the reasons given by Sir M. Nathan, be considerable if the scheme were successful.
